Paul Conrad, CAE

Paul Conrad, CAE, Principal of Paul Conrad & Associates Ltd., (Project Leader) is responsible for the assembly of this dynamic and creative team and will be the lead consultant in the project.

Paul is a seasoned professional with considerable experience in local government, crown corporations, not- for-profit and charitable organizations. Paul Conrad’s experience is well established in developing communities through the strengths of its volunteers and community organizations.

Paul has over 30 years of senior level experience in municipal settings particularly in the formulation of responsive policy with a particular emphasis on service delivery utilizing and creating partnerships among major stakeholders and multiple municipalities. Paul brings recent and extensive municipal recreation and not-for-profit group experience to the team. This will provide Athabasca County with a consultant who understands the dynamics of a municipal system in the provision of services. Paul has been involved in similar projects at all levels where he brings many different perspectives to the planning process in community action planning. Paul experience in conducting Master Planning studies for similar communities in Alberta is well advanced having completed these types of studies in over 60 municipalities in Alberta.

Paul’s experience in municipal and regional systems in various communities in Alberta provides considerable tenure and grounded experience applying creative solutions to community challenges. Paul has consulted with numerous organizations across the province and has facilitated a multitude of community development processes involving local and regional municipalities and other major stakeholders including the private sector.

Paul is a commissioned officer in the Canadian Armed Forces (2nd Lieutenant Retired), has obtained an undergraduate degree (Bachelor Physical Education) from the University of Alberta and has supplemented it with various courses in community development and planning, local government administration, financial management, public participation processes, adult education and group facilitation. Paul has held the professional designation of CAE through the Canadian Association Executives for 24 years.

Paul has particular expertise in developing multi-party partnerships strategies for the delivery of community services, including recent experience in combining private sector investment in developing community facilities.

Kenneth Kendall, MBA, B.Admin, BGS, CET, LGA

Kenneth Kendall, MBA, B. Admin., BGS, CET, LGA, Kenneth Kendall Consulting.

Ken has over 25 years experience in municipal government holding senior management and CAO positions in communities varying in size from 1,400 to 11,000 citizens. Areas of responsibility have ranged from infrastructure and operations, finance and administration, planning and development to community services and emergency services. As a senior director or CAO, Ken has reported to council and participated in policy development and implementation, including those related to major infrastructure and facility planning, development and construction. He understands the challenges of recreational facility operations and moving a project from conceptual drawing and raw land to ribbon cutting and operations.

Ken retired as Chief Administrative Officer from municipal government in 2010. Since that time he has provided consulting services to municipalities and private sector companies. Projects have ranged from municipal department reviews, contracted municipal infrastructure project management, regional emergency services and emergency management studies, emergency preparedness exercises, Incident Command System (ICS) training, emergency management plans and recreation facility studies.

Ken has formal education from NAIT with four diplomas. Two diplomas are engineering related, civil engineering and building construction engineering. The other two diplomas are business related, accounting and finance. He received two undergrad degrees, Bachelor of Business Administration and a Bachelor of General Studies, majoring in public administration. He also has an MBA specializing in executive management and leadership. He has additional training with a certificate in Local Government Administration and is a qualified fire fighter with NFPA 10-01 certification. He retired from the position of Captain with the Lacombe Fire Department and was a volunteer fire fighter for 13 years. Recently he received certification from ICS Canada as an ICS trainer. Ken also has received ten courses provided by the provincial and federal government in emergency management. Presently Ken is a volunteer with the Red Deer County Search and Technical Rescue Team.

Marty Schmidt, B.A., M.A.

Marty Schmidt, B.A., M.A. Marty has been continuously involved with a broad range of planning projects in Alberta and B.C. for over 35 years. During that time, he has also worked on projects in the U.S. and Central America. In his role he undertakes initial facility research, participates in concept planning and marketing, develops reports for presentation to the public, planning committees and Councils and makes presentations at Public Open Houses.

Marty brings an extensive background in working on urban development projects both as an entrepreneur and in the context of a development and consulting firm. He has a solid understanding of the impact that major projects can have on community economic and social development. In this regard, he takes particular interest in the sustainability of community projects, critically assessing physical design, functionality and economic aspects of a project to ensure the longest possible service life of a facility.

He has been directly engaged in numerous municipal and private sector projects throughout Alberta, with building studies being a key component in most of his assignments. A selection of communities where he has been directly involved with Paul Conrad & Associates ltd. include Mayerthorpe, Sylvan lake, Chestermere, Provost, Parkland County, County of Vermilion River, Hanna, Coalhurst, High River, Bowden, Bentley, Alix and Penhold.

Duncan Daniels, M.A., B.P.E.

Duncan Daniels, M.A., B.P.E. has a diverse background working in senior level positions within the public and non-profit sector. He brings a strong background in recreation and park program and facility management and operations, with extensive experience in community development. He has specialized in creating healthy, self-sufficient communities through leadership and organizational development, business and strategic planning and needs assessment. Well versed in life cycle planning, park development and operations and recreation corridor/open space planning, Duncan has worked extensively with recreation/culture boards and operators of municipal recreation areas. He has managed numerous award-winning projects that have involved creative and innovative methodology and progressive multilateral partnerships.

Wendy Hollo, B.A.

Wendy Hollo, Principal of HolloWorks Consulting Solutions Inc., brings a solid background in senior organizational and human resource management in the not-for-profit sector, with an emphasis on collaborative and innovative approaches to Master Planning, conflict management, organizational restructuring and project management. She has guided a large not-for-profit organization through more than a decade of significant growth and directional change, taken a small grassroots organization from project to registered charitable status and stepped in to fill leadership positions within diverse organizations during periods of crisis or transition. From 2007 – 2009 she served as a Human Resource Specialist for a provincial sector association representing a workforce of 8,000 employees.

Strongly committed to community development and partnership methodology, Wendy directs an arts organization that has been recognized with a Connect Award for capacity building in an urban, inner-city neighborhood and provides leadership within a successful neighborhood revitalization initiative. More recently (2014), Wendy was recognized as a Global Edmonton Woman of Vision for her work with that organization. She brings extensive experience in grantsmanship to the project, along with highly developed skills in areas of written communication, fund development, events management, marketing and facilitation. She is trained in Asset Based Community Development, has a Certificate in Adult and Continuing Education from the University of Alberta (Faculty of Extension) and is a trained mediator in conflict resolution and negotiation.

As Associate and Senior Associate, Wendy has brought her writing and analytical skills to Feasibility Studies, Community Needs Assessments, Business Plans and Master Plans, with an emphasis on recreation, parks and open spaces planning and development. She has worked with diverse community groups, municipalities and regions across Alberta. She has successfully supported community recreation facility development, guiding the preparation of grants and developing materials in support of community capital campaigns and worked closely with a regional partnership alliance from exploration of joint service provision to implementation.

Kris Fernet

Kris Fernet adds extensive experience in Direct Marketing to the team, with more than a fifteen years in the industry. While Principal and Managing Director at J.C. Perry & Associates (Calgary), Kris was responsible for raising millions of dollars for non-for-profit organizations and managed a staff of up to 100 employees. He participated in every aspect of the operation, from door-to-door canvassing and telemarketing to strategic planning and client budgeting, with a primary focus on fundraising for not-for-profit organizations and community telephone surveys. Kris brings a valuable skill set to Paul Conrad & Associates, currently specializing in the administration and implementation of telephone surveys for communities across Alberta.

Michaela Jenkins, RPFT

Michaela Jenkins, RPFT. As a Senior Director for an environmental consulting firm Michaela is committed to sustainable development while ensuring strong and healthy communities by maintaining a balance between environmental, economic and social values. Her focus is coordination, planning and remediation of concerns arising as a result of the development of Crown Land. She has successfully worked with stakeholder groups throughout Alberta, facilitating solutions to irritant issues between Energy, Forestry and Aboriginal Groups. Her diverse understanding and knowledge of land use helps her to meet the objectives of interest groups without compromising stewardship of the environment. Michaela brings her analytical and project management skills to Paul Conrad & Associates, aiding in the evaluation of Community Feasibility and Market Studies.


TURPIN KONG ARCHITECTS Inc. is a corporation formed in January 2015 as a result of the partnering of Sherri Turpin Architect and Janice Kong Architect Ltd. Sherri Turpin, Architect, AAA, MRAIC, was registered in 2001 and established the practice of Sherri Turpin Architect in 2006. Janice Kong, Architect, AAA, MRAIC, was registered in 2010 and established Janice Kong Architect Ltd in 2013.

Sherri Turpin, Architect, AAA, MRAIC has over 20 years of experience practicing architecture in Alberta. She is skilled in interpreting facility requirements and occupant needs into functional and efficient designs that are also aesthetically pleasing and appropriate. Her experience includes a wide variety of occupancy types including community halls, churches, municipal administration buildings, office buildings, public works shops, recreation facilities, and multi-family residential buildings.

Janice Kong, Architect, AAA, MRAIC offers 10 years of architectural experience in the province of Alberta. She brings creative, innovative design and planning solutions to diverse types of projects involving recreation and community facilities, schools, libraries, office and commercial buildings, and multi-family residential including seniors and affordable housing.

In working with Paul Conrad & Associates, Turpin Kong Architects Inc. contributes in the areas of providing visions for long term planning and phasing, floor plans and designs for renovations and new construction, construction budget estimates, preparation of construction documents, assistance with construction contractor procurement (tendering), and the preparation and administration of construction contracts.
